The people that you are trying to message have messaging turned off. They have messaging turned off because they don't want to receive messages. You cannot turn messaging on for them.

In the future, if you have a technical issue with SDN, either please sent a report to the staff or use the Support forum for assistance.

In this case, it is most likely that those to whom you are sending messages have it turned off or only to senior members (ie more posts than you have).
