I personally hate my hair down when I study or take tests, but my hair is really quite long! You could always try your hair down and just have a hair thing around your wrist, it your hair starts bothering you or distracting you just put it up.

You could always ask if you could wear it backwards.

Depends on the proctor. Never forwards, sometime allow you to wear them backwards.
