Probably somewhere between a 65-68 is most program cutoffs. I would shoot for a 70+ and be confident that programs won't deny you because of your CBSE.
I have seen quite a few residents match in the low 60s and even the high 50s. Then again, these were not very common. Regardless, the fact that there are people matching with these scores makes it hard to argue for a true cutoff score. Just my $0.02

I know some programs have a hard cutoff but it's so variable that I don't think there's a good answer to your question. I'd probably feel ok with a 68-70+ unless you're pulling hard for a specific program.
