Do the steps of the cell cycle also happen before meiosis I?

Like G1 -> S -> G2 -> Meiosis I -> Meiosis II = 4 haploid cells

I know that DNA replication takes place before meiosis I but do G1 and G2 also happen.

And are there checkpoints in place during meiosis just like there are during mitosis?

Yes. G1, S, and G2 are collectively referred to as "Interphase."
