I've heard that the Oregon Program does. That's the only one that I'm aware of.

This is a good question. At my program the chairman NEVER sets in the OR. In fact, I have never seen the man. Therefore, we get our LOR's from the medical student course director or the residency director.

I contacted the coordinator in Portland asked them if they really need a letter from the chairman of my department. Currently awaiting a response, stay tuned....
