It will vary by school.

Waitlisted usually means you're qualified but not quite enough to grant immediate acceptance over others. Of course if others on the waitlist are more qualified than you, they will likely be taken first.

Your questions are largely impossible to answer. Admissions is kind of a crap shoot. Just tell your 'friend' to continue ECs and send updated info to the admissions office.
