Probably not because this will vary from cycle to cycle. From what I’ve seen on SDN, state schools typically have minimum movement on the wait list for IS students. OOS waitlist movement for state schools will depend on the school’s location and their IS:OOS ratio. Private schools that are on the more expensive end seem to have more waitlist movement.
