Chances of getting into a SURP as a freshman...

From what I know, most SURP like to take older students and not freshman (or those that just finished their first year). That may be your limiting factor.

Many programs specifically ask for sophomores or juniors to apply.
 
But I will be done with my first year when I start the SURP.

Chances are probably not great, but it does happen. I had no research, but I did have a 4.0 (all previous schools) and started college with over 50 credits. I also finished orgo before the summer program. I was actually accepted to several different programs.

Chances aren't good. I had a 3.9, some research experience and applied to around 10 programs and didn't get in. You'll probably have much better luck with a program at your university plus that way you can work on the same project for the next couple years.

Sorry, I guess I forgot about the extensive research experience freshman normally have. That, and their knowledge of gen chem and intro level biology is something that professors are desperately looking for.

I didn't say it was impossible. I just said that many programs like to wait for students to know a little more, have more experience writing research papers and running their own experiments before pairing them up with professors to do a project.
 
Based on what I know, as a freshman, if you got into SURP, then you must've been a pretty big academic and research beast.

If you're a sophomore/junior with no experience and got in, then it was probably more so because your school may not've had any research opportunities (CC, LAC), or you were coming from a disadvantaged background (or something like that).

I was able to do a summer research program after freshman year, but I started college with sophomore standing and did some very minor lab work (including a "pub" in a crappy overseas journal) before applying. For the summer after junior year, I applied to three or four programs and didn't get into any. It's a bit if a crap shoot.

If you're interested in doing a program, then you should apply regardless.
