Changing Quanty on a CS Rx in NY

In NY, on a CS Rx we can change qty with Pbr auth.
If an Rx is written for #90 Phenobarbital QD (or any other C4 like Modafinil, not BZDs), with 2 refills, can you just change to #30 with 2 refills without Pbr auth? I see a lot of pharmacists doing this. They just write #30 max on the rx and tell the ptn.
How about something like estratest?

It seems like in the case you mention the RX was missing the code required for a 90 day rx, so only 30 days would be valid.

If there was a code given to allow for more than 30 days, only 1 refill can be given.

If you were allowed to, I'm not sure why you would not dispense the full amount, unless the patient requested.
