please help me with the attached two questions 😀

the answers to both questions are B. I don't know how to arrive to the right answer.

and also, how do you paste an image into the message box without having to attach like I did it here? 😳

The first one is B because they both have 11 electrons (which doesn't make sense because for B, they have 1s2 2s2 2p6...6s1). I am not sure about the bottom one. Where are these questions from by the way?
