Unfortunately, it's pretty difficult. They talked about that at the interview. You have two options:
1) marry an Illinois resident
2) reside in Illinois and be financially independent in Illinois for one calendar year prior to matriculating. There's also a couple of of more regulations for this one, I'm pretty sure.
