Cholesterol and FA Metabolism

Why does decreased lipid metabolism cause increased cholesterol concentrations? The reason that Kaplan gave is "Because it is recycled and excreted in a manner that depends on the lipid content of the blood". Can someone expand on what this means? Thanks! I pasted the question this is from.

Honestly, I would think that a simpler explanation would be that since cholesterol is a lipid and you have reduced lipid metabolism, you could see higher than normal cholesterol concentrations.
