I am pretty newbie at clinical research. I am trying to figure out a way to create a list of patients by using either diagnoses or ICD codes through the following EMR's: Epic, Soarner, and Cerner. Is there a way to do this or do we need IRB approval before having access to the ability to generate such lists?
 
You will need IRB approval and will also need access to the data harvesting app/program associated with the EMR. At our institution you have to take a class to get access to that program.

Or there is a dedicated someone that can make the list for you to go through and review charts.

OP, you need IRB approval before you do anything. If you need a concept of how many patients you would look at for the IRB protocol, you can usually talk to someone in the research office to help you figure this out and get you in touch with people who can run the lists and give you a rough estimate.
