Not in peds, but as with ANY ranking, geography first, always. Remember that this is where you're statistically going to live the rest of your life. Make sure you have the people nearby that you want nearby. Those are all pretty different cities even if they are all in the South.
 
I agree with @comp1 , both generally as well as due to the fact that none of these programs really stands out to me as "better" or worse than the others. I don't think any of them will especially give you an advantage on fellowship application, but really all peds subspecialties are relatively noncompetitive. Even PICU and NICU have a match rate >90%.

If you're interested in NICU, you could get a sense of what level NICU you would rotate at within these programs. And moonlighting rules should also be fairly easy to figure out. But it'll require active investigation on your part as I wouldn't think this sort of information would be just readily available.
