Clinical rotations in another state

Does anybody have experience or know how easy/hard it is to get a clinical rotation in a state other than the one you are studying in? Particularly, in California or Washington.

Easy as applying through VSAS

95% programs go through VSAS. A few (like UCLA) have their own application process, which is a pain. Most of the time, spots go on a first come first serve basis but some programs make look at your app, so make sure your app is complete early if you have specific places you want to rotate through.
