CO2 solubility in water

Destroyer GC Question # 73 says that dipole-induced dipole attraction is responsible for CO2 and O2 solubility in water? Why isn't Hydrogen bonding doing the solubility? Does water make Hydrogen bond with CO2 or O2?

CO2 and O2 are nonpolar compounds. Hydrogen bonding is for polar compounds or when H is bound to Oxygen, Nitrogen or Fluorine.
