Are there any states that will allow you to sit for the COMLEX 3 if you are not in a residency or an intern year/trad rotating year?
According to the NBOME Bulletin of Info, you only have to have graduated and passed the earlier Step exams. Maybe there is no other requirement about residency?
I'm sorry, I don't have any information and am not aware of the rules. I was under the assumption that you have to be in a program to qualify to take it??? I'm in your situation and would like to take the COMLEX III in my off-year which would improve my chances for next year. I know that rule generally exists for the USMLE Step 3 but there are states in which you can take it (Connecticut) in which you don't have to be in a program. If someone else could answer, that would be much appreciated.
You don't have to be in residency to take COMLEX III, just graduated from school is enough. Try to schedule a COMLEX III through the NBOME website, it'll let you.

Thank you so much for your reply. You made my day. I think I can improve my chances considerably if I pass the COMLEX III in advance which will improve my chances for the following year.

I asked the same thing from my school and they said that it is the registrar's job to let the NBOME know we qualify (after graduation). If you log into the NBOME and it does not say you qualify, contact the school since it's not related to matching. I was qualified about 3 days after graduation but haven't signed up yet.
