Command cell as cell

I am moderately broke right now, and my command has issued me a cellphone. I really don't use my $80/month smartphone much as a smart phone anymore: I have a separate GPS system, everywhere I go has WiFi and I have a tablet, my work email is no longer compatible with my phone, etc. Is there any earthly reason not just to make the command phone my cellphone? Is there someone out there who is monitoring my phone usage to make sure I'm not using it for personal calls and texts? Has anyone else canceled their cell phone plan in favor of the command phone?
 
That is covered under the whole fraud, waste, and abuse part of a document you almost definitely had to sign, and is a pretty serious UCMJ violation if caught. Add to that the fact that DFAS watches the money it spends on those things like a hawk, and it's just not worth the risk.
 
Don't do it.

Why don't you just downgrade your smartphone to a dumphone/texter and dump the data plan? With most cell companies, that doesn't violate the 2 year contract that most of us get into. Buy a cheap one off Craigslist/ebay/aftermarket seller.

Why would you even contemplate this? I'm all for using and abusing gov't property, but not when it's directly traceable back to you (and a phone bill is the easiest thing to trace). You're probably right in that no one is directly monitoring the phones, but they can certainly do so retrospectively if they become suspicious, or if somebody's trying to tag you for something else (same goes for your internet activity at work). Totally not worth it, be smart, don't give people ammo in this business to use against you . . .buck up the $30/month for a super cheap personal phone plan, is simple enough.
