Are applicants first compared within the same school in medical admissions? I know in the end all applicants are compared with one another.

In college admissions, colleges say they 'look into the individual school and see the context of their extracurriculars' to see if an applicant has achieved the most of the resources they were presented with.
Do medical schools operate in a similar way? Do they compare an applicant with applicants from their own school that sometimes the relatively average competitive applicants (even though still strong) are overshadowed by the strongest applicants in the same college?
