Comparison of Applicants from Same School

Are applicants first compared within the same school in medical admissions? I know in the end all applicants are compared with one another.

However, there are often distinctions between how many a particular med school will accept from one undergrad college. In college admissions, colleges say they 'look into the individual school and see the context of their extracurriculars' to see if an applicant has achieved the most of the resources they were presented with.

Do medical schools operate in a similar way? Do they compare an applicant with applicants from their own school that sometimes the relatively average competitive applicants (even though still strong) are overshadowed by the strongest applicants in the same college?
 
According to Dartmouth - all applicants from the same school go to the same set of reviewers who have been getting those schools for years so that they can be seen in context, as you said
 
My understanding is that medical school admissions are basically a more meritocratic version of college admissions in that your numbers will play the largest role in determining your candidacy. Accomplishments within the context of your school are still important, though.
