What are the lowest academic credentials you have heard of someone matriculating with (firsthand or secondhand--no friends of friends of friends), and why do you believe that they were accepted?

If you have to ask, it's probably not going to happen

I know someone personally who had a 3.1 GPA get into a 'top 5' school. But, given that everything else in their app was in beast mode (MCAT, publications etc.) it wasn't exactly surprising.

This isnt all that surprising.. I wouldn't bet on it but it doesn't sound that unlikely.

They don't care about stats once you pass their cutoff, which used to be a LizzyM of 60-62, now it's 63 I think. He simply had a very, very interesting life story and an admirable passion for medicine. This was a couple years back.
