Confidentiality certification?

I attended a seminar and one of the presented mentioned a confidentiality training that was useful to have it was called SR 92 or something like this? I am not sure what it is called does anyone know of this or where i can find a confidentiality training?
 
I think it's the Certificate of Confidentiality from the federal government, http://grants.nih.gov/grants/policy/coc/. I had to get one for a research study I worked on that involved asking subjects about their alcohol and drug use. It's an extra layer of protection so the research files can't be opened, even for subpoena. There are also additional consequences for study staff that violate confidentiality. It was hard to get because of the level of authorization required but our IRB mandated it.
