confused about stafford loan on award letter

I just got my awards letter on which it lists the following:

Federal Perkins Loan $2400
Federal Stafford Loan (sub) $8500
Federal Stafford Loan (unsub) $29100

I'm confused about the stafford loan because as far as I'm aware, the maximum given is $20500 per year. I called my fin aid office and they said that because I'm a "health professions" student, there is a special allowance to go above the $20500 limit. Is this true? Thanks.
