confusion regarding eu residency getting permanent residence permisssion

good day everyone
i know my query seems wierd but i want to be clear oon this point
if a persons is non eu resident havinga non eu degree
and he/she marries a eu person
and gets permanent residence in eu
will the person have to write the exam as non eu to get license or he will be treated as eu resident non eu grad?
and abou t the in eu for eu residents the fee is minimal but for non eu is way higher
does this resindent things changes fee structure also
i am an indian citizen gradutaing from ukraine
