In order to have constant velocity, all forces must be balanced, so is this only possible in a frictionless environment or if the object is at rest?

No, think about a car traveling at a constant velocity...there's all kinds of friction but the friction is exactly balanced by the applied force from the engine that is equal in magnitude and opposite in direction. It's all about the sum of the forces equals zero.
