How should one contact the Derm programs with open positions available after the SOAP? Email vs phone? What should be included in the email, if email is preferable?

Email first. Ask if any parts of your application is missing or if they need any other materials.
You can try calling the (probably starting with the PC first) program. Be proactive, but don't cross the line to obnoxious.

Contact them to make sure that your file is complete and that they've received everything. Email first so that you can get written confirmation.
Once you've confirmed that, then you've done everything you can do at this point, and they'll get in contact with you if they want to.
