Maybe I'm going completely crazy, but I don't even remember mailing anything to Cornell except electronically. I don't think they ask for a pic. Are you sure you're not getting confused with Wash U or another school?

i received an email today that my cornell app was complete. i think my letters of rec were the last things to get there.

No, but I don't think they'd tell you your application was complete without the LORs

No you don't need to turn in a picture with the secondary, at least that's how it was last year. They do ask you to turn one in on interview day though. Good luck!
