Could someone explain to me how tuition state residency works?

For example, if someone gets accepted to out of state, do they pay out of state tuition for all 4 years? Is there any way around this, such as buying a house and getting a driver's license, i.e, establishing residency? Or does the school lock in your tuition as out of state?
 
some states make it possible to start paying in-state tuition after year 1, if you go through the necessary steps, like getting a drivers license, etc. (NY, CT, etc). Some schools it is difficult (MD) and some schools it is impossible (Temple, VCU).

It all depends on the school. If it is extremely important to you, call the school before you apply and the admissions dept will let you know.
