Federal Research Center Will Help Develop Medicines

Cliffs: Francis Collins (NIH director) is starting up a billion dollar research facility at the NIH to develop new drugs as the business model of industry isn't really cutting the mustard anymore. Its suppose to be up and running by Oct of this year.
Any thoughts about this? I'm personally really interested in where this goes considering the current trends in industry. I'm also hesitant to put a lot of stock into this considering how the human genome project went under collin's watch. Maybe if venter was head of the NIH I might be more inclined to see this going somewhere.
