DC Licensure Question

Hi All,
I'm currently on a 1 year postdoc that started on July 1 2024 (ends Jun 30, 2025) and I recently got a job in DC. As such, I will be applying for licensure in DC. I know that DC only counts postdoc hours after your doctorate was conferred, which for me was on Aug 31 2024. I will still make the 2000 hour postdoc hour requirement. I've also heard that DC allows you to apply for licensure 9 months into your postdoc. Of note, I've already taken EPPP part 1 and received my license in Idaho. As such, I plan to apply for PhD licensure by endorsement.

My questions are 1) am I allowed to apply even though it may appear that my postdoc is less than a year since my degree was conferred on Aug 31. As mentioned, I will still make the 2,000 hour requirement.
2) What is the earliest I can apply? Can I apply 9 months after July 1? Or 9 months after Aug 31?

I emailed the DC board but haven't heard back so hoping I can get some help here. Thanks!
