I don't think your background is sufficient to qualify for in-state treatment in CA. Hence I would not apply to UC-Davis which takes very few OOS applicants.

UCSD however does take OOS applicants (although in-state applicants have an advantage), and I think you are a strong enough candidate to give them a shot.
