I was reviewing the eras website and had a question regarding the timeline for fellowships on the December timeline.

According to the eras website:
NOV 15 Fellowship applicants may begin applying to December application cycle fellowship programs.

DEC 1 The ERAS PostOffice opens for December application cycle fellowship programs.

Does this mean that programs are allowed to download applications on Dec 1 and no earlier?
If so, is there any reason to submit on Nov 15 other than getting it in at that time?

No. But it's nice to have it done. I mean, you've got more than a month. It shouldn't take more than a solid 8 hours of work to be completely finished (other than having LORs submitted)...just get it over with.
