I interviewed at both and am probably choosing one of my state schools over both so I’m pretty unbiased. I think your cons for IU aren’t as good as vcu. A lot of people might decide to stay at IU because it’s a great hospital system and they like it there. I think the savings at IU and the research will put you in a better position to be able to go into whatever residency you want wherever you want. I personally am making my decision on cost and research because that seems to be the consensus of what gets you into the residency you want. So I would go with IU in your case

Congrats on your offers! I would go with VCU--how much you like the people will have the single biggest impact on how happy you are for the next four years, so it's a big red flag to not vibe with the Indiana crowd. Go where you will thrive.
