You will be able to pursue your specialty of interest at either school and prestige shouldn’t hold you back from choosing the school that’s a better fit for you. I think you should send an LOI to Dell and matriculate if offered a spot off the WL.

I agree, I think there will always be a "What if" factor here if you don't send the LOI. Do it!
