You are confusing density of a gas vs liquid water.
The weight of 1 mol of a substance is always a constant. The density varies based on temperature/state of the substance. 1 mol of liquid water vs frozen water vs gaseous water has a different density based on its state / temperature.
1 mol of liquid water has a density of 1 g/mL (1kg/L). [vs what you are stating for gas would be 0.0008g/mL]
Anyways, the 22.4L is for 1 mol of an ideal gas at STP. Water is NOT an ideal gas. (at STP, is it NOT a gas, pure water is a solid [ice] at 0C).
