Shouldn't the answer be D since its asking for deactivating?

Not quite. The oxygens on d have electrons surrounding it and they are donating to the rest of the molecule making it activating. Answer choice C, on the other hand, has a carbocation on the nitrogen. Electrons will be drawn toward it, deactivating benzene.
