This is how I think about these terms:
Tamper-resistant: Designed to present difficulty in access or use other than intended'allowed. Example - Most drug containers
Temper-evident: With built-in barriers which can be and must be broken to gain access so that it is evident that system was accessed. Examples - Seals on juice bottles, inside of cell phones (and other electronic devices whereby manufacturer discourage opening those devices and if you open, warranty is voided).
Temper-proof: It is more like an 'aspiration' as the term is relevant and nothing can be temper-proof if considered in absolute terms.
