I dont know about every situation. But for students they have interviewed, they have a stake in whether or not that student gets accepted.
For other students, I dont know....
At my state school, the Dean of Admissions reviews AMCAS files and decides who gets interviews. Furthermore, he sits in on the different sessions of the committee (There are ~80 people who are interviewers, so interviewers can rotate and not interview every single group of applicants). The committee members for that interview day/group meets right after you finish (so if you've already interviewed at CU, your fate was decided while you were eating lunch with the MS1s!). They then decide to keep you, reject you etc. At this point the Dean can speak up for you applicaition. Or speak against it.
