Do all program have authority to offer prematch? although some refuse to do that ,do all have authority to offer prematch?

[TypeADoctor]

This is the last year for the "prematch." Hereafter programs will have to be "all in" or have to prematch all their positions. IMG and DO applicants are able to be prematched by any program. That is if the program desires to offer prematches.
