Do I need USMLE step 3 to apply for fellowship

How Important is step 3 for my fellowship application, previously I thought it's a must for IMGs seeking fellowship directly after finishing home country residency!

Yes and you need step 3 to graduate from residency and to sit for boards

You can’t ...now to do an ACGME fellowship you have to have completed an ACGME residency.

What about a non-accredited fellowship? Also, can ACGME program offer non-accredited fellowship?

Yes to both your questions. But what is your goal of doing one of these? If it's to be able to practice in the US, this will not allow you to do so.
