(Should I consider retake? when is the latest to write the MCAT for this cycle?)

Just wondering what MD or DO schools I should be looking for reach/target/safety!

Apply to all the DO schools that accept applications from Canadians and you should receive several interviews.
Thanks for your reply Faha! So no chances for MD schools? Also, what do you think about retaking the MCAT?

As you found out from your 2nd attempt at the MCAT there is no guarantee your score will go up. Schools often average scores so if you took it again and received a 513 your average would be your original 509. International applicants need to have higher MCAT's in order to receive a MD acceptance so MD interviews are unlikely with your MCAT scores.
