Do rotation distributions differ significantly between residency programs?

I'm applying to IM and I'm wondering if this is the case. For example, is it possible for one program to have 8 blocks of floors and 4 blocks of electives while another one might have 6 blocks of floors and 6 for electives? If that is the case wouldn't it be unfair to the residents who go to a program with more floor months since those take up more time?
