Do school graduation requirements have a correlation to ability?

So many times people mention high requirements to graduate and equate them to being the reason why they are so clinically able. Why is that? Wouldn't the extra time not practicing/meeting reqs could still be used for those reqs? Do schools fill up the time space from practicing on patients with something else, like more classes, etc.?
