Do schools EVER offer interviews before receiving LORs?

I got an interview from NOVA on 7/22 and I still haven't turned in my LOR's. Hope this helps

Yes they do. Three of my interview offers back when I applied I know were without my letters because my committee hadn't sent them yet.
