Do schools start reviewing after they receive secondary fee/apps??

I just e-submitted AADSAS apps and I am planning to send secondary application fee and.. 2x2 photos to individual schools tomorrow who require "at the same time I e-submit" !

So... do dental schools review my application after they receive the secondary application fee?
