are the schools most consistently ranked by the U.S. News & World Report, if that is what you prefer to go by.

Well, goodluck w/ deciding... I think you should just apply to a school where you feel comfortable at... I think all DO schools have its plus and negative anyways.... and who cares about the crazy ranking ??? I'm sure if you are a good Doctor graduating from VCOM, it wouldnt make difference graduating from a "higher ranked" school.
And with the board passing rate.... I am sure most of the school have close to a 80% if not higher passing rate... why are you already putting in yourself in the category of the 20% failing unless you feel you aren't good enough... then in that case, dont even bother applying. You go to med school to do your best and not to look at stats people before you have accumulated.
