It's internal, in that each program can decide what to screen, if anything. But programs could also unscreen it and see it during interview selections.

Yes, I only want attractive applicants

No, I would interview them but not choose them

No, I would interview because the personality may overcome the ugliness

No, as long as they are friendly looking I don't mind ugly
