Does ADA allow special consideration

Since California requires (will be required)...for a person to clear part I & II by December 31 of 2003. In order to sit for the RT exam. Can anybody tell me if I was to sit for Part I on Dec. 1st. And I prepare myself to sit for Part II. Would the ADA allow me to sit for this exam under special consideration even though the results of Part I takes 4 to 6 weeks (Or is there any way I could expedite this).
 
I don't think so ADA will allow you to appear in part-2 with out part-1 score.
 
The bill still on and will be re-introduced in january. We need to pray for its approval.

I dont know if they can extend expired bill or not. May be somebody would introduce a brand new bill.
In either case something good for foreign dentists can happen.

With past experience, I am thinking, it won't be easy and quick to introduce and pass bill regarding licensure for foreign dentists.
If it is to happen, what could be earliest possible date, Jan 04 ?
I am sure lot many among us are waiting for this.
