No, even if it were it's not a very useful provision b/c it only allows physicians working in teaching or research to get a TN visa.

Not true actually. I am a Canadian citizen myself, and looked into the TN visa. They said that they would allow for a resident (podiatric) as a physician but I chose to go with the H1B because it has a more permanent status (also as a resident physician)
