Does going to college in a state help in state school even if not resident

I'm deciding if I should even apply to University of Maryland. I spent my 4 years of undergrad at maryland and I have a cousin who went to University of Maryland like 6 years ago.

Is applying to Umaryland worth it? I see that they take very little OOS.
 
Might be worth a shot seeing that you have state ties.

Yes, it's definitely worth it to apply. Your 4 years of undergrad in Maryland will show the adcoms that you are comfortable and familiar with living in their state. After all, the adcoms are really looking for people who are wanting to live in/ practice in their state. As long as you can demonstrate that you enjoyed and would like to continue to live in Maryland, I think you should stand a fairly decent shot. I was in a similar situation and it worked out well for me.
 
I would just call the school and ask. The answer shouldn't be a secret, some schools have a formal designation such as "strong ties" for OOS applicants that attend undergrad instate, while others may only consider it informally.
