I worked as a phlebotomist in a plasma donation center where I performed a large number of venipunctures, monitored vital signs, and responded to and provided treatment for hypotensive reactions.

My concern is whether or not this truly can be considered clinical experience. Would this count as clinical experience?

Hard to say. I agree that these are not patients, but it is clearly a clinical skill.

More important than the categorization of this activity is the idea that this shouldn’t be your sole source of clinical hours. Do you have other activities where you have interacted with sick patients?
